Summary

For me, as a Ukrainian woman experiencing war and its consequences, The Roerich Pact “Peace through Culture” embodies my desire for peace, justice and harmony through cultural heritage and expression. Peace through culture is not just a slogan, but a guide and a living principle that gives me strength and inspiration in difficult times. Peace through culture is a real oasis where one can find solace and hope. Today I know for sure that in art, music, literature we can find strength and inspiration that help us overcome difficulties and move forward. In this context, UNESCO's work takes on special significance, recalling the importance of culture in the process of healing and accompaniment to peace.

  • Lectureship of commercial law.
  • Elaborated of a new course of financial consumer protection law.
  • Management, coordination and control in the scientific activities of university students and members of the “Small Academy of Sciences of Ukraine” (UNESCO) in the field of Legal support for the protection of the cultural heritage of Ukraine: 20 years of reform experience. Тне main problems and challenges faced by the system of cultural heritage protection in Ukraine were identified: insufficient government funding; dispersion of legal norms relating to the sphere of cultural heritage, low public awareness in the field of protection and preservation of cultural heritage, insufficient knowledge of owners about their responsibilities, insufficient sanctions for violation of legal norms; absence or outdated security documentation for a large proportion of cultural heritage sites; lack of information about the owners or balance holders of some monuments; unfavorable investment climate. A serious drawback that affects the quality of management of the cultural heritage of Ukraine is the lack of a full accounting of cultural monuments. There is a need for widespread implementation of international humanitarian law and international law for the protection of cultural property into Ukrainian legislation.
  • The research works of students-members of the Small Academy of Sciences of Ukraine (UNESCO), carried out under my leadership, took prizes in the All-Ukrainian competition for the defense of scientific research works of students of members of the IAS of Ukraine. Topics of research work: “History of the formation and significance of the Convention “On the Protection of the World Cultural and Natural Heritage” (UNESCO); "On the issue of implementing Article 4 of the UNESCO Convention for the Protection of the World Cultural and Natural Heritage in national legislation."

  • •Made comparative analysis of Ukrainian and EU consumer protection legislation and implementation status of EU directives in Ukrainian law according to EU-Ukraine Association Agreement.
  • Analysis of the Regulation by the Law of Ukraine "On Consumer Lending" of typical violations of consumer rights in the contractual practice of consumer lending. Compliance of individual provisions of the Law of Ukraine "On Consumer Credit" with EU standards.
  • A Scientific research was carried out with the aim of creating legal mechanisms for the protection of the cultural heritage of Ukraine in the context of the armed conflict in Donbass and the occupation of Crimea, as well as with the aim of further improving national legislation and ensuring adequate protection of the cultural heritage of Ukraine by including national monuments on the UNESCO World Heritage List. The following were studied: the state of adaptation of national legislation in the field of cultural heritage protection in accordance with international norms and standards; the state of legal support for the protection of cultural heritage in Ukraine and prospects for its development. It was discovered that the terms and concepts of the Law of Ukraine “On the Protection of Cultural Heritage” should be brought into line with the UNESCO Convention for the Protection of the World Cultural and Natural Heritage of 1972. In connection with the need to protect the cultural heritage of the temporarily occupied Autonomous Republic of Crimea and the zone of armed conflict in Donbass, the need to ratify the Convention is justified Council of Europe on offenses related to cultural property 2017. Taking into account the specifics of the intangible cultural heritage, the need to adopt a number of legislative acts is argued in order to bring national legislation into compliance with the norms of the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage of 2003.

  • Made analysis and provided recommendations to a list of draft laws on strengthening protection of consumer rights.
  • Took a lead in elaboration of Memorandum on restructuring consumer credits issued in foreign currency agreed upon by the National Bank and biggest commercial banks. Participated in series of discussions with an involvement of banks, National Bank, IMF and NGO representatives.
  • Led series of meetings of Council’s Commission on restructuring consumer loans issued in foreign currency with an involvement of representatives of consumer protection associations, two bank associations and independent experts. •Participated in developing proposals to Comprehensive Program of Ukrainian Financial Sector Development until 2020. •Participated in working group meetings on customers’ issues at the Committee on finance and banking activity in the Parliament, National Bank of Ukraine and the Ministry of Finance.
  • Served as Chairman of the Temporary Commission of the Public Council at the National Bank of Ukraine on Settlement of Restructuring of Consumer Loans in Foreign Currency.
  • Represented NBU Public Council when participating in the work of Committee of the Verkhovna Rada of Ukraine on finance, banking, tax and customs policy.

  • Served as coordinator of ten (10) non-governmental organizations to elaborate and finalize comments and recommendations on provisions to Draft Law of Ukraine "On Amendments to certain legislative acts of Ukraine concerning relations between creditors and consumers of financial services".
  • Initiated and organized professional discussions on improving legislation to protect the rights of consumers of financial services at Committees in the Parliament, among NGOs and banking institutions.
  • With the support of a USAID project in Ukraine, a legal analysis was completed and the main risks for consumers of financial services in loan agreements were summarized. In order to protect consumer rights, models of standardized contracts have been developed for use by the banking community in relations with consumers, such as mortgage contracts, consumer loans, car loans and deposit agreements.
  • Organization and coordination of the First All-Ukrainian Congress of Financial Services. The International Monetary Fund, the World Bank, the European Bank for Reconstruction and Development, the National Bank of Ukraine and banking associations took part in the event.
  • Prepared Guidelines for banking borrowers. Conducted legal analysis of consumer credit contracts with an application of “mystery buyer” technique.
  • Developed model (standardized) contract consumer Credit agreements accordant to the Law "On protection of consumers” and provisions of EU Directive 2008/48.
