  • Support the establishment of a public private working group (ministry of commerce, agriculture, finance, infrastructure, justice, financial institutions, insurers, collateral managers, agri value chain actors) in these countries in order to elaborate a legal and regulatory framework (law and decrees) for the warehouse receipt financing mechanism (WRF) in the agri sector; Coordinate all activities related to the implementation of the Warehouse Receipt Financing (WRF) projects in these countries; Elaborate annually a workplan of activities to be implemented by the project teams; Supervise the elaboration of annual reports for donors; Supervise the elaboration of the Project Supervision Reports (PSR) that is presented to the IFC management be-annually; Ensure project budgets are well managed by the team member and submit to the IFC management a matrix of actions to be taken to mitigate risks related to the execution of activities; Support the design and implementation of a series of WRF pilots in the North and South of Senegal in the rice, groundnut and cashew sectors to demonstrate the profitability of the system and its impact in the agri sectors; Supervise the assessment of capacity and quality of storage and logistical infrastructures and industry needs in the rice and cashew sectors in Senegal and Cote d’Ivoire ; Support the implementation of an impact evaluation of participating in the WRF on rice producers’ access to credit, rice sales and storage patterns, and agricultural income; Supervise a feasibility study in the North of Senegal to assess the economic and financial profitability of the storage activity of paddy and white rice in the context of a WRF; Provide training to financial institutions in Benin, Cote d’Ivoire and Senegal to implement specific operational procedures for the financing of the warehouse receipts; Support the development of activities and communication tools on Warehouse Receipt Financing (WRF) advocacy, awareness and training, targeting direct beneficiaries (producers, processors, traders, financial institutions, insurers, warehouse operators, local and national authorities, key ministries) ; Supervise the elaboration of the WRF operational procedures for the WRS regulatory bodies in Cote d’Ivoire and Senegal; Organize two study tours in India to allow WRS actors in Cote d’Ivoire and Senegal to better understand the functioning of the mechanism in the country, the challenges and lessons learnt; Collaborate with other IFC industries (Financial Institutions Group (FIG) and Manufacturing, Agribusiness and Services (MAS)) to build a pipeline of projects in the agribusiness sectors that could be financed by IFC.
